PA State Law Imposes New Requirements on Real Property Owners
As of September 18, 2026, Act 29 of 2026 requires each county’s chief assessor to maintain a list of contact information for properties located within the county. Within 30 days of purchasing a property, the owner must provide the required contact information to the chief assessor. However, this requirement does not apply to property owned and occupied by an individual as their primary residence.
Act 29 establishes different contact information requirements based on the type of property owner. Individuals generally must provide their name, residential address, telephone number, and email address. Businesses and limited liability companies must provide specified company information, as well as contact information for an individual who can address property maintenance issues or municipal code violations. Property owners or their representatives must also provide updated information to the chief assessor within 30 days of any change. Municipalities may request the information when they have a reasonable need, for example, communicating with a property owner regarding property maintenance or upkeep, but may not use the information for commercial purposes.
Property owners who fail to comply with Act 29 may be subject to a fine of up to $500. A county may impose a fine on an owner or representative who knowingly or intentionally provides false or incorrect information or fails to update required information. Effective September 18, 2026, the Act also provides protections for participants in Pennsylvania’s Address Confidentiality Program by prohibiting the disclosure of their actual address under the Act.
